Deputy Director General Ricardo De Leon, a member of Philippine Military Academy (PMA) Class ’71, bows out of the police service after reaching the mandatory retirement age of 56. After graduating from the PMA, he took the Scout Ranger Course Class 14 and finished top of the class. It was the same unit that played a key role in the recovery of 1,000 M-14 rifles on board the M/V Karagatan in Isabela in 1971.
De Leon is also remembered for escorting the Marcos family to Hawaii during the people power revolt in 1986.
At the age of 44, he was promoted to star rank and become one of the country’s youngest generals. He then went on to hold 18 other various positions at the PNP, among them as director of Cavite PNP, the Central Police District (CPD); PRO 5 and 6, staff positions at Camp Crame, director of the NCRPO and as head of the Philippine Center for Transnational Crimes (PCTC), DCO, DCA and AIDSOTF.
He was a recipient of 96 medals and a numerous citations and commendations of various categories, here and abroad.
Two of the awards he cherishes most are the coveted PMAAA Cavalier Award as Outstanding Military Professional in 1990 when he served as provincial commander of Negros Oriental, and the Police Cavalier Award for Excellence in Command and Administration in 2004.

It's interesting to note that the corruptors of Class 71 (and other classes) came from low-income families when they were cadets who were motivated more by the prospects of free education and sure employment than by real patriotism when they entered the PMA. When these cadets graduated and became officers, they were tempted by the teeming opportunities to amass wealth quickly, and they did by dipping into the coffers of the AFP and other agencies. They long to escape the poverty and simplicity of their childhood and cadet days and would not allow themselves to remain so or get rich by honest means. The rush to get rich at the expense of people's money are just too tempting for these errant officers.
Take a headcount of all officers who play golf today at swank golf courses, I bet you my ass that most of them belong to families who can't even afford to buy a golf club when they were PMA cadets, and look at them now - driven to golf courses from their huge mansions by low-paid NCOs.
Cadets who came from upper middle class and upper class (rare) were more into adventurism than theft.
There are of course many poor cadets who remained poor even when they became colonels and generals. But they are the minority.

A formal study should be conducted to test caterwaul's assertion. I'm glad though that at the onset, he specified the word "corruptors" to actually separate the wrongdoers from the honest officers.

Again, it very unfair to generalize, there are "Matatags" who were steadfast in their duties, very much like other classes, one of them is LTG. Romy Dominguez, former CG, NOLCOM, his career was alsmost destroyed by the Basilan fiasco, however, according to reliable sources, there was politics involved as "somebody" doensn't want him to be the CG, PA and favoring another officer, thus, they tried to destroy Dominguez.
