Maybe previous CINC's preferred army or air force types or maybe they thought there never was one that qualified to lead the AFP. The closest the AFP had for a naval officer as chief of staff was Biazon.

Sad to see reservists contributing to politics in the AFP. The CSAFP ought to get his by virtue of merit, and because of the confidence of the Chief of Staff, not because of anyone's lobbying.

Biazon was a Marine. The Marines are part of the Navy.

Reportedly, Navy Admirals (white caps, not marines) dropped the ball during the Senate inquiry about the logic behind SAW purchase. Their failure to explain all the technical considerations behind the selection that made the AFP look worse they they should have.

Why not JCS similar to the US model, so all branches are represented and hopefully the inherent check and balance will be more effective.

So that the Navy will have the priority on the disbursement of the modernization fund or annual budgetary allocation, ...
...so that they can buy more ABLE ships, capable of performing their assigned tasks.
Just that thing.
Nothing much about who is the better officer.

To make you feel better, when air force generals Acedera and Defensor where AFP chief of staff, it didn't follow that the air force got priority. The navy got more during Acedera's time.

Pero since archipelagic tayo, i would prefer having an Admiral take the post.
As i see it, he can figure our better how the AFP can secure our territory.
Just look at how they are doing things in the Navy now?
The SWAGs role in Boracay, the refurbishments of ships, the setting up of a new radar station in GenSan. The Marines technical capability upgrading (like the MSSR devt and the gun trucks)
They seem to be more strategically aware and ready.
What more if someone from the Navy is given more privilege to handle the AFP's decision-making?
We could realize modern missile-armed OPVs cutting through our waters. :exactly:
