The creation of the VFA was created in a hap-hazard way with lack of foresight . This can be proven by the direct consequence of the actual case scenario on the alleged rape committed by the US Servicemen.
It has ignited the US ire when some Filipino legal luminaries indorsed the idea of scrapping it, that can portray the Philippines or the Filipinos as brain-dead and ungrateful stupid - while accepting dole outs or aid from them. (Americans) :exactly:

I think what joint committee from the congress should take is to ratify the present Agreement specially the Arcticle 5 in which give a plus position to the US personnel.

people,we already disappointed washington during the iraq war. Now some politicians even think of scrapping the VFA. What are they?! :headbang: Those idiots have no idea of diplomacy. The US has always been a great ally and helper. If this high-prode-attitude na walang sa pwesto doesn't stop,we'll surely not get anything from the Americans anymore in the future. That#s diplomacy! What should NOT be done is to scrap the VFA alltogether.
What should be done is to scrap the current VFA, and draft a new one which will give more justice to both parties in any case that there will be violations of our country's laws.

The RP-US Visiting Forces Agreement is a bilateral agreement between the Philippines and the United States consisting of two separate agreement documents. The first of these documents is commonly referred to as "the VFA" or "VFA-1"[1], and the second as "VFA-2" or "the Counterpart Agreement".[2] Both documents became effective on May 27, 1999, upon ratification by the Philippine Senate. The term "VFA" is usually used in the Philippines to refer specifically to just the first of these two documents, which has been the subject of continuing controversy in the Philippines.

Filed Under: Constitution, Military, Agreement (general) MANILA, Philippines — Former Senate President Jovito Salonga et al. have asked the Supreme Court to reconsider its February 2009 decision that upheld the constitutionality of the Visiting Forces Agreement.
Salonga and his fellow petitioners argued that the vague use in the VFA of the words “temporary” and “activities” was “obviously intentional, to give the American forces as wide a leeway as possible to conduct maneuvers in Philippine territory consistent with their regional and global military objectives.”
“There is, at present, no existing basing agreement for the presence of any foreign military in the country, after the expiration of the Military Basing Agreement of 1947. However, the VFA is being used to circumvent the prohibition against such foreign bases, by allowing the ‘temporary’ presence of US troops in the country,” the petitioners said.
“Since the VFA does not delimit what is meant by ‘temporary,’ such is apparently being interpreted to mean indefinite, to a point wherein the supposed temporariness of their stay in the country has become meaningless because of the permanent nature of their activities,” they said.
‘US personnel’
Salonga et al. also questioned the vague definitions of the VFA of the term “United States personnel,” specifically in relation to the time limit of their stay and what specific activities they could engage in while in the country.
The petitioners added: “The VFA defines the term ‘United States personnel’ as military and civilian personnel of the US who are ‘temporarily in the Philippines in connection with activities approved by the Philippine government.’ However, nowhere in the text of the VFA does it set down a time limit for the stay of the foreign troops.
“The agreement does not contain any provision limiting its application to military training activities, as has been the argument of Philippine government officials in justifying the VFA. By leaving the term ‘activities’ vague, the VFA allows the US to undertake any kind of military operations in the Philippines, such as launching missiles against neighboring countries or engaging in hot pursuit of suspected terrorists. Such activities are a brazen disregard of our sovereignty.”

You want to gauge how strong CPP-NPA is politically, militarily and economically? Wait till the Visiting Forces Agreements is scrapped, then you'll know and discover that they have control of Department of National Defense, Congress, Senate, and the whole government machinery.
I wonder why Salonga with all his efforts to indict and convict Jose Maria Sison in the Plaza Miranda bombing now wants to scrap VFA.
I don't want to second guess Sison's infiltrators in the Senate, Congress and government because I can only name one or two but ,por Diyos por Santo, be PERSPICACIOUS like Sun Tzu!!

I'm for scrapping the present VFA and a new one na favorable sa atin ang i-draft bilang kapalit. And yes, yun sinabi ni Gadian na may mga bases ang Kano dito na kahit Pinoy na general hindi pwede makapasok is true and ditto for combat operations na hindi pinaalam sa mga Pinoy. Tahimik lang ang kasundaluhan about it dahil maraming malalaking tao ang makakabangga nila.

Not scrap but a comprehensive review is needed, more provisions to benefit our security forces, more access to US camps. more transparency from the Americans.

I have nothing against any political decisions that both countries will decide regarding the VFA, but Filipinos especially those ones who are against it should look at both what is inside and outside the box before making any decisions or judgment about it. We need to look more at the benefits it provides to the Philippines rather than its negative things. We need to see if the benefits outweighs the other. The VFA is a treaty signed by both countries US-RP, decided and approved by both countries, but the fact of scrapping just because the Philippine feels it does not fit them well will be quite unfair to the other party to the treaty. Let us all be real on this, worse comes to worst, the only ally that our country can call in times of need, is always the US, while on the otherhand, the US can call on any ally if they need assistance. At this point,w e really do not know what is on the mind of our politicians who are against it? but one thng we sure know, its showtime for our politicians and they all have their own agendas.

it should be renegotiated, because it follows the bush policy, it must be realigned to obama policy.
according to obama policy like in afghanistan, mexico(drug war) and iraq, the vfa should be modernizing our military providing us military helicopters, tanks and equipment, training our soldiers with those equipment and letting us finish our own war on terror so they can leave the area in peace without the fear of keeping a terrorist breeding ground. and not building schools, roads and infrastructures and training our soldiers to fight alongside?, its good but we can do that soft approach on our own less the pogi points goes to us.
