1 dead, Army Reservist hurt in failed rob try

A 19-year-old boy was killed while an Army reservist was wounded after four gunmen fired at them in a failed robbery attempt last Saturday afternoon in Valenzuela City.

SPO1 Richie Garcia, officer-on-case, identified the fatality as Dranreb Zaldivar of Natividad Town Homes, Punturin, Valenzuela City.

Zaldivar was taken to the Valenzuela General Hospital for treatment, but succumbed to a gunshot wound in the back.

Corporal Romel Gonzales, 37, of Heritage Homes, Loma de Gato, Marilao, Bulacan, was hit on the shoulder and is now under observation at the same medical facility.

The suspects escaped after the shooting and remain at large.

Records showed the victims, together with six other companions on board a Toyota Hi-Ace (RCS-379) driven by Gonzales, had just fetched Jocelyn Zaldivar, a returning OFW from Japan, at the Ninoy Aquino International Airport (NAIA) in Parañaque City, when the suspects struck at around 5:45 p.m. at the entrance gate of the Natividad Town Homes at Sta. Lucia Village in Barangay Punturin.

One of the suspects allegedly blocked the car and shot the victims with a caliber .45 pistol.

Gonzales, however, managed to return fire at the suspects who panicked and fled on board another vehicle even as the wounded Army reserve officer drove the car away to safety.

Responding policemen from PCP- 7 responded and brought the victims to the nearest hospital. — With Jerry Botial

saver111, do reservists usually carry firearm? stupid question perhaps, but just curious. Am a shooter but i dont carry it with me, its in my guncase and PTT will do, cost less pa. :armyroleyes:

From what I know, reservists can only carry when they have a PTCFOR (just like other non-reservists), or when they are activated and given a mission, therefore issued an MR/MO (which is only valid for the duration of the mission).

Ian is right. Like any citizen you need to have PTCFOR.

An active Reservist being trained properly on the use of guns makes you a responsible owner of gun right? And PTCFOR are usually issued to those only with such kind of responsibility. :armywink:

MR/MO are issued to organic military personnel and issued to gov't owned firearms. So in case of problems, gov't needs to retrieve "officially issued firearms". SO if you are willing to for go with your customized shooting pistol, go ahead. :armyLol:

‘Use ROTC grads during disasters’

The Partido Demokratiko Sosyalista ng Pilipinas (PDSP) proposed yesterday the mobilization of reservists, particularly graduates of the Reserve Officers Training Corps (ROTC), to help in rescue and relief operations during disasters.

Lawyer Jose Ricafrente Jr., PDSP spokesman, also proposed the inclusion of a disaster management course in the current ROTC curriculum to prepare cadets to respond to natural and man-made calamities.

ROTC was previously a compulsory course for male college students to develop more military reservists, but it was turned into an optional course following reports of anomalies in the program’s implementation.

"The rash of natural calamities that hit our country highlights the need for an organized group, fully equipped and adequately trained in disaster relief operations and rehabilitation, which only ROTC cadets can provide," Ricafrente said in statement.

He said there are ROTC graduates in almost every town and city nationwide who can be tapped to assist local officials during emergency situations.

Ricafrente said as part of the proposed addition to the current ROTC curriculum, the Philippine National Red Cross can train new cadets on disaster management.

He said once mobilized the ROTC reservists can coordinate with local government units (LGUs) that could provide equipment for the volunteers during search and rescue operations.

"With their discipline and civic-consciousness, the ROTC cadets can provide a group of idealistic young men who are willing to put their lives on the line not only in times of war but also in peace in the service of the people," he said. — With Sandy Araneta

The current ROTC curriculum already includes a subject called Disaster Response and Relief Operations, or DRRO. The problem is that, it is poorly taught and most of the time, it isn't taught at all since there are no qualified instructors.

Army Reservist Ambushed in Lucena

CAMP VICENTE LIM, Laguna – An Army reservist was killed in an ambush by two motorcycle-riding men in Lucena City Monday night, police said.

Superintendent Hernando Zafra, Quezon police director, said 1Lt. Enrico Ibaan, a resident of Barangay Ilayang Iyam, Lucena City, was aboard his red Mazda pick-up when he was waylaid at the back of the Quezon National High School at around 8 p.m.

Ibaan, an Army intelligence operative, died on the spot from multiple gunshot wounds from .45 caliber and 9-mm pistols.

Witnesses said the gunmen transferred to a waiting Kia Pride taxi with the marking "Bartolome" and fled toward Sariaya town. Police were still clueless on the killing. – Arnell Ozaeta

TAGBILARAN CITY--President Gloria Macapagal-Arroyo ordered state security forces Friday to end "all armed rebellion" by communist insurgents, Moro secessionist rebels and terrorists before her term ends in 2010.
"I have specified a timeline--three years--to end armed rebellion in the Philippines," said Arroyo, referring to the "three fronts" that her administration was currently engaged in.

The commander in chief branded the "enemies" of the state as "barbarians" who "will try to erase our democratic way of life, but they will not succeed."

Addressing a peace summit for Central Visayas, President Arroyo ordered the Armed Forces of the Philippines to "evolve a strategy of rapid conclusion to address armed rebellion, with the National Security Council providing policy direction on communist insurgency, Muslim secessionism and sheer terrorism."

"They will try to scuttle progress, not by rewriting economic blueprint, for it is an exercise too complex for barbarians, but through acts of terror and a war of attrition, yet to no avail," Arroyo said.

She called for a review of the reservist and reserve force development program of the AFP, Reserve Officers' Training Corps (ROTC) "and other similar programs consistent with the doctrine of a citizen's army enshrined in the Constitution."

Describing Boholonos as descendants of Francisco Dagohoy, who led the longest revolt in the country during the Spanish era, the President enjoined local officials here in declaring "our resolve to defeat terror and rout the enemies of democracy."

"Your ancestors did not take savagery sitting down. Instead they fought back. We, too, will fight back and repel the incursions of insurgency and terrorism.

"We will not stop until bandits find no more nook to hide in the land they have blighted, and no sanctuary to seek from people they have terrorized and used as shields," she said.

Arroyo said her two-pronged approach in Basilan and Sulu--a full military offensive coupled with humanitarian assistance to displaced families--would be the template for her overarching goal of ending all rebellions.

"But we do not, and we will never, employ the bloody means terror employs to compel forced obedience of their obsolete ideas and outrageous demands. We, on the other hand, will employ all means available in the arsenal of democracy to crush those who wish to transplant the roots of radicalism in our land," she said.

Arroyo arrived here late Thursday from Zamboanga City and Basilan where she visited the troops pursuing Abu Sayyaf rebels blamed for the deadly attacks on government forces in Basilan and Sulu.

After inaugurating the P8.5-million Loboc Children's Choir Theater and the P2.5- million access road to the theater in the nearby town of Loboc, she went straight here Friday to address the closing ceremonies of the two-day Local Peace and Security Assembly (LPSA).

LPSA participants presented to Arroyo an action plan to address the insurgency which included an offer of amnesty to communist rebels and "their legal or aboveground organizations," ceasefire, support of local peace talks, review and re-establishment of the ROTC, and adoption of anti-poverty policies.

28th AFP National Reservist Week takes off

AFP reservists from the three major services will once again converge at AFP GHQ this weekend, for the 28th AFP National Reservists Convention. Sec. Gilbert Teodoro of the DND and AFP chief Gen. Hermogenes Esperon will be on hand as special guests, and will preside over the awarding ceremonies for outstanding reservist personnel and reserve units, as well as civilians who have contributed much to the success of the AFP mission.

It’s been 28 years since the first celebration of the AFP National Reservist Week. It all started last 30 Aug 79, when Presidential Proclamation No 1892 was approved, declaring the 1st day of September every year as “Araw ng Laang-Kawal Pilipino” (Reservist Day). Sixteen (16) years later, the Reservist day was lengthened to a week, as mandated by Presidential Proclamation No. 267, dated 11 Aug 95, declaring the 1st Week of September as the “AFP National Reservist Week”.

From then on, it became a week-long celebration of Public Info Activities, Sportsfest, MEDCAPS and many others. Reservists, mostly from NCR, gather at GHQ to commemorate the said affair which is culminated by a presentation of awards to the deserving Reservists. Due to travel costs and other constraints, only a minimum number of Reservists have attended and witnessed the celebration.
Despite the marked success of the “Major Island Concept” last year, more could have made it to the NRW Conventions had more areas been opened. The lost opportunities motivated the RRFD Family to create a new approach that would maximize the attendance during the NRW conventions-- the adoption of the NRW – Regional Concept. By holding the convention on a major regional center, it would reach out to more Reservists and organizations in the region. It would also address more specific issues and concerns affecting RRFD program.

The regional convention commenced last March 2007 with major islands, jump-starting from Visayas, to Mindanao, and concluded in Luzon for the Final Ceremony. It was a one-day conference and consultation activity made accessible to all the attending reservists, retirees and guests.

The 28th AFP National Reservist Week will culminate on 08 September in Camp General Emilio Aguinaldo, Quezon City with the common theme “LAANG - KAWAL: Kasangga sa Katatagan at Kaunlaran”, and aims to enhance the people’s awareness and rally public support for the reserve force component of the AFP.

PAF manpower arm celebrates 1st year

The Philippine Air Force Personnel Management Center (PAF PMC), dubbed as the manpower arm of PAF, celebrated its first year of existence today with a simple recognition of its accomplishments and outstanding personnel.

Commanded by Lt. Colonel Ricardo Milan, PAF PMC was established a year ago to modernize the processing of personnel support services to all PAF personnel through the creation of a one-stop-shop in human resource management ranging from procurement of additional manpower up to their retirement from service.

Outstanding personnel Major Adriano Duadico, Technical Sergeant Ronald Pascua, Airwoman First Class Mary Grace Rosendo and civilian employee Domingo Gardaya personally received their awards from Major General Jovito Gammad, Philippine Air Force’s Chief of Air Staff.

Some of PAF PMC’s accomplishments cited were its high fill up rate of 97 percent for all major PAF units and 96 percent for support units, excluding those undergoing the Basic Military Training class of 2009 and the on-going enlistment of skilled applicants.

The Center also implemented the activation into active military durty of 100 reservists at the start of this year and 55 others last August, increasing the number of PAF officers to 1,782 out of the authorized number of 2,261. It is currently processing 65 Call to Active Duty applications and 98 PAF Regular Officers Procurement Program (PAFROPP) class 2010 applicants (some of which are Reservists).

PAF PMC was also on top in the processing of local and foreign schooling, reassignments, Skill Knowledge Test (SKT), Promotional Examinations (Promex), medical reimbursements, variable and collateral claims, the renewal of appointment papers for all PAF casual employees and a slew of other personnel management tasks.

In his speech, General Gammad commended the Center for its innovative approach in personnel procurement, most notably its Mobile Testing Teams that enabled PAF to widen its sources of candidate soldiers to previously untapped areas nationwide.
