We see in the newspapers and TV known personalities that are commissioned in the Reserve Forces with high Ranks. Have they done anything to deserve those ranks?

Let's start identifying them and their branches of service and their units :aberet:

Those with MNSA I believe were given LTC ranks like

Others I could think of:

Manny Villar - LTC PA (Reserve) - Senate President
Loi Estrada - LTC PAF (Reserve) - Senator, former First Lady
Richard Gordon - LTC PAF (Reserve) - Senator, Governor PNRC
Haydee Yorac (+) - LTC PN (M) (Reserve) - former COMELEC, PCGG

I also remember former Senator Tito Sotto, a PC Reservist when he was Vice Mayor during one of those mobilizations. Same goes with Bongbong Marcos who was in the news then taking up the officer's course as well as in uniform during EDSA I. Former Congresswoman Plaza of the South is PAF (Res) and even took some flying lessons.

See lots of Ranks and seems to be top heavy.

Going back to the topic, I think it doesn't matter if they are prominent or not, they may be prominent, yet' they are "empty uniforms", talo pa sila ng mga ordinary reservists who are active in civil-military operations.

The question of whether or not they "deserve" their ranks is a bit complicated.

IMHO, the right to wear is based on the relevant regulations. If the AFP has determined that the managerial ability of a person, as evidenced by successful completion of the MNSA, befits conferment of an officer's rank, then so be it.

If a person is granted a spot commission, or is inducted into the reserve force, for services rendered, then all is well and good -- provided such action is pursuant to regulations. Regulations are the only truly objective indicator of what is proper and what is not.

Are regulations really clear about which reservist gets what rank and for what reason?

How reservists use their ranks is a separate question. Fine, they've earned them, so they can rightly address themselves by their ranks. However, are they actually fulfilling the obligations of someone who possesses those ranks?

RA7077 prescribes a specific percentage of NCO ranks for the reserve force at any given time. Has anyone worked out the IRR for this provision?

Reservist ranks must only be in the context of reservist affairs. When talking about mobilization for national emergencies and disasters, then use your ranks.

But for "personal disasters", like what Binay is going through, then keep the AFP out of the picture.

The highly awaited mayoralty race in Makati City between "Rambotito" and Philippine cinema’s "Leon Guerero" appears to have morphed into a political battle between reservist colonels of the Philippine Army and the Philippine Marines.

Mayor Jejomar Binay has expressed concerns over Army men from Fort Bonifacio in Taguig seen flocking to the Commission on Elections (Comelec) to register as Makati City voters, insinuating that the Army might vote for one of their own since Sen. Lito Lapid is an Army reserve officer.

Binay, who is a reserve Marine colonel himself, even videotaped military trucks bringing Army men to registration areas and informed the Philippine Army commander and Comelec Chairman Benjamin Abalos of what he noted as "highly irregular."

Binay’s information officer Joey Salgado explained that a Makati resident should vote in Makati and a Taguig resident should vote in Taguig.

Salgado said they are not questioning soldiers’ right to suffrage but they should vote in their place of residence, or where they are assigned.

He warned that allowing soldiers to register in a city where they should not vote is like allowing them to vote for something like a people’s initiative.

Meanwhile, the Armed Forces of the Philippines maintained yesterday that there is no political color to the registration of soldiers as voters in Makati as military personnel are allowed under the law to vote in their place of assignment during elections.

Lt. Col. Bartolome Bacarro, AFP public information office chief, said it was AFP chief of staff Hermogenes Esperon who encouraged those who were not able to vote in the past two elections to register in their areas of assignment.

Bacarro also clarified that the reported mass registration of Army troopers assigned at Fort Bonifacio in Makati has nothing to do with Lapid’s plan to run for mayor in the city.

Hey guys! don't forget Sen Lito Lapid. He was a reservist army major when he was governor of Pampanga. He must be LTCOL by now. And there's LTCOL HERBERT BAUTISTA. He's been a reservist in the army for a long while, and took the MNSA course to get promoted.

Just an update on the above photo. Learned from posters at PDF, Reservists from Cebu, that the Governor is a LT Col in the Reserves. For sure PA.

I'm just curious Do these known personalites under went to rigourous training 30 Saturdays ba yon? ... medyo nagduda lang ako ... like Herbert Bautista .. alam nating bata pa lang yan artista na yan .. parang ni minsan hindi ko nakitang na 4 by 5 na haircut yan ... or Ms. Cojuanco alam nating bigtime yon parang hirap maniwalang magpapakahirap sa training yon ... or Mayor Binay ... Again no offense mga bro ... Nagdududa lang ako ...

We have a known radio announcer who took the 30 days UADT 2 years ago and is now a commissioned officer in the PAF Res. He is Staff Officer in our Wing and conducts lectures on new UAD Trainees. He also takes some courses from time to time and brings along their radio station's medical teams in some of our Med/Den Caps.

He is also a member of both PDFF and Timawa :armywink:

They are all took their MNSA at the National Defense College of the Philippines, all civilian graduates of the course are given reserve commissions as lieutenant colonels in the AFP.

Tomas named naval reservist of the year

CEBU - The Philippine Navy national headquarters in Manila picked Mayor Tomas Osmeña as Naval Reserve Officer of the Year for 2008.

Other awardees are to be recognized in a ceremony on December 8 wherein Navy flag officer in command, Vice Admiral Ferdinand Golez will personally hand over the awards.

Since Osmeña could not attend the affair, M/Sgt. Luigi Quisumbing will receive the award on behalf of the mayor. Quisumbing was once a member of the Cebu Provincial Board.

Osmeña, grandson of then President Sergio Osmeña Sr., holds the rank of lieutenant colonel in the Philippine Marines Reserve Command and was designated commander of the Cebu-based 51st Marine Battalion.

Philippine Navy officials admire Osmeña for his active involvement in various civic organizations despite his hectic work schedule as mayor of Cebu City.

Osmeña’s men were also involved in the evacuation of families living in landslide-prone barangay Sinsin sometime in May.

Further, the members of the 51st Marine Reserve Battalion rendered 22 days of “selfless service” during the establishment of the action center at the Cebu City Sports Center to ensure the safety of relatives of the victims of M/V Princess of the Stars.

They also helped in the establishment of tents as temporary shelter of the 16 families in sitio Dakit, barangay Guadalupe affected by flashfloods.

On top of these, the unit headed by Osmeña was admired for its commitment when they provided blood to the indigent and needy children in various hospitals in Metro Cebu.

Also under the leadership of Osmeña, the City of Cebu provided a training grant to the personnel of the 51st Marines Reserve Battalion for a period of four days.

The city provided the reserve battalion with rounds of ammunition that were used by its members in the said training.

MANILA, Philippines - Filipino boxing sensation Emmanuel “Manny" Pacquiao was among the top awardees during the Armed Forces of the Philippines' (AFP) 73rd anniversary celebration on Monday, and drew louder applause than regular military officers who have made outstanding achievements in combat.

Pacquiao - a reserve Army soldier with a rank of master sergeant - was awarded the Philippine Legion of Honor Award in the degree of an officer for his “exceptionally meritorious act of commendable merit and unparalleled achievement in the field of sports, particularly in boxing."

The award was conferred by President Gloria Macapagal Arroyo. Pacquiao received his medal clad in general officer's attire.

The citation noted that Pacquiao, who recently won a highly-publicized match with boxing's Golden Boy Oscar dela Hoya, is the first Filipino and Asian boxer to win four world titles in different weight divisions and “considered the best fighter in the world in his time."

As soon as Pacquiao’s name was called out, the crowd gave him an applause that even drowned out cheers given to Gold Cross Medal awardees 2Lt. Kenneth Gutleng and Sgt. Ricky Villar, who were cited for their bravery in combat.

Gutleng - who was posthumously given the award - was a member of the 61st Reconnaissance Company who led an operation against rogue Moro Islamic Liberation Front rebels in the outskirts of Datu Piang in Maguindano that resulted in the recovery of wounded personnel of the 54th Infantry Battalion last September. Gutleng perished in the operation.

On the other hand, Villar - a member of the Marines’ Force Recon Battalion - was among those involved in the amphibious raid of a lair in Tawi-Tawi, whose occupant included Jema'ah Islamiyah leader Dulmatin last January. An Abu Sayyaf sub-leader died in the raid.

It was in the same encounter where Dulmatin supposedly died. Tissue samples from a recovered body is being compared to the relatives of Dulmatin to determine if the body indeed belonged to the JI leader although initial result of the tests indicated it was inconclusive.

The other awardees included Brig. Gen. Romeo Gomez who was conferred with the Distinguished Service Star for leading the neutralization of five guerrilla fronts of the New People’s Army in Central Luzon while the commander of the Army’s 703rd Brigade.

Also conferred with the Philippine of Legion of Honor were AFP vice chief Lt. Gen. Cardozo Luna (first bronze anahaw leaf) and AFP deputy chief Lt. Gen. Rodrigo Maclang (degree of commander).

Luna was cited for leading the AFP Joint Force Mindanao that is overseeing the ongoing operations against the rogue MILF rebels. On the other hand, Maclang was cited for his feats as commander of the Northern Luzon Command against communist insurgents.

Also awarded with Philippine Legion of Honor (first anahaw leaf) was Don Emilio Yap for being a “generous donor and consistent supporter" of the AFP’s Educational Benefit System since 2005. To date, he has donated P6 million, benefiting over 3,162 scholars, mostly children of deceased and disabled soldiers.

Monday’s anniversary celebration at the AFP grandstand featured a glamorous parade of troops, battle tanks and military engineering equipment and flyby of varied aircraft, including the S-211 trainer jets that had been converted as fighter planes. - GMANews.TV

Clad in military dress uniform, Pacquiao, who holds the rank of master sergeant in the Army reserve force, was conferred the Philippine Legion of Honor with the rank of Officer by President Arroyo.

"For winning four world titles in different weight divisions and for being the best fighter in the world in his time, the Philippine Legion of Honor with the rank of Officer is awarded to Master Sgt. Emmanuel Pacquiao, Philippine Army reserve," the citation read.

si Ms. Isabel Granada - PAF (Reserve), 1st Lt.

She flew a C130 for relief operation during the Leyte mudslide in 2006. I believe she was co-pilot then. She is an alumnus of PATTS.
