PNP filing drug raps vs 168 in shabu mart

The Philippine National Police (PNP) will file today, Monday, Feb. 13, before the Pasig City Regional Trial Court (RTC) charges of illegal use of prohibited drugs against 168 persons who were arrested during a raid in a "shabu market" in Pasig last Friday.

Chief Supt. Leopoldo Bataoil, PNP spokesman, said that the suspects — 20 of them women and 11 minors — were found positive of using either shabu or marijuana after they were subjected to drug tests under the supervision of the PNP Crime Laboratory Service (CLS) in Camp Crame in Quezon City.

Bataoil said the suspects were among 302 persons who were picked up by agents of the Anti-Illegal Drugs Special Operations Task Force (AIDSOTF) during a raid in a "shabu compound" in Sitio Mapayapa, Barangay Sto. Tomas, Pasig.

The suspects are detained at the PNP Custodial Center in Camp Crame. (Aris R. Ilagan)

Man, I saw the news clip. A whole barangay turned into a talipapa for shabu. It's like the old district but what is being catered were drugs. They even have wireless cameras to monitor who is entering their area.

Sad part is, it was a few blocks from a precint the cause for relief by it's station commander. The Mayor plans to bulldoze the whole are.

a case when a few smart cops managed to go beyond the sheer stupidity of their far more numerous dumb comrades....

those pasig cops should be immediately fired and investigated.... forget about "retraining" them..... good God after that debacle the pnp still plans to waste training funds on those idiots?

The clear case there is that the Pasig PNP is behind this proliferation.

The Pasig PNP must be investigated. Someone........ i mean,.. a lot of them must have been involved here.

Retraining wont fix it. Investigating who's in it and filing charges after firing them will be the better solution.

Pasig mayor under fire for demolition of Shabu mart

Pasig City Mayor Vicente Eusebio could be guilty of covering up for the maintainers, financiers and suppliers of the shabu tiangge that a team from the Philippine National Police headquarters raided and padlocked last week, two opposition congressmen said yesterday.

"The demolition of the shabu market by the mayor is a clear case of cover-up," Iloilo Rep. Rolex Suplico told a news forum at the Serye restaurant at the Quezon City Memorial Circle.

He said by dismantling the makeshift building in a compound near city hall and a police station, which sells shabu and were drug session were being held, Eusebio and all those who participated in the demolition might have destroyed vital evidence to support charges against those arrested in the raid.

"They covered-up for those who run the illegal drug market, destroying evidence in the process," he said.

He added that PNP chief Director General Arturo Lomibao, who ordered the raid, should file criminal charges against Eusebio.

For his part, Rep. Jacinto Paras of Negros Oriental said the vice mayors and councilors who signed the resolution sought by Eusebio for the demolition of the building should be included in the charges.

"By authorizing the dismantling of the shabu market, they could be as guilty as the mayor for the cover-up and the destruction of evidence," he said.

He said city officials should not have barged into the compound, which was cordoned off by a "crime scene, do not trespass" police tape, until the PNP shall have finished its investigation and the court where the charges against those arrested in the raid shall have authorized the demolition.

"The judge now can no longer make an ocular inspection and see the original state of the shabu compound," he added.

Suplico also said it was hard to believe that Eusebio and other city and police officials were not aware of the operation of the illegal drug market since this was just about 200 meters away from their offices.

"Besides cover-up and destruction of evidence, they could be charged with drug trafficking as principals by indispensable cooperation. By not doing anything against the maintainers, operators, financiers, and drug peddlers, they in effect cooperated with these criminal elements," he said.

Another forum guest, Pasig Rep. Robert Jaworski Jr., said he would lodge a complaint with the Department of Interior and Local Government (DILG) against Eusebio and other city and police officials for allegedly tolerating the operation of the shabu market.

"I am just waiting for the PNP report. I hope that our colleague, incoming DILG Secretary Ronnie (Ronaldo) Puno would act expeditiously on this case," he said.

Pasig City Mayor Vicente Eusebio defended yesterday his action to demolish the shabu "tiangge," which drew the ire of police officials, anti-crime watchdogs and politicians, who are now all after his head.

"I was only doing my job. Besides, there was a public clamor for it," said the mayor, referring to the demolition of shanties on the 600 square-meter lot in Barangay Sto. Tomas, which was raided by anti-drug agents last week.

The mayor said they conducted proper consultations with their legal department, the city prosecutor’s office and the Commission on Human Rights before he came out with the decision to demolish the shanties.

Eusebio said he is willing to face any investigating body over the demolition.

He explained that being a public servant, he has to do the right thing to protect his constituents against persons that might threaten their health, security and safety.

The mayor stressed that before they came out with the decision to demolish the area, he ordered that videos be taken of the compound, for the raiders to have sufficient material evidence against the suspects.

"Merong clamor ang mga residente sa area na gusto nilang ipagiba ang structures doon dahil traumatic sa kanila, pati na sa mga bata, ang nangyaring activity doon sa area," Eusebio said.

Lawyer Carlos Abesamis, city legal officer, insisted that they have the right to demolish the shanties under Articles 4132 and 4136 of the Civil Code.

He said these provide the local government with police power to destroy nuisance structures for the good of the majority.

EPD chief sacked over 'shabu market'

Chief Superintendent Oscar Valenzuela was relieved of his post as Eastern Police District (EPD) director nearly two weeks after authorities raided a "shabu tiangge" (market) in Pasig City, abs-cbnNEWS.com learned.

Police Director General Arturo Lomibao said Chief Superintendent Charlemagne Alejandrino will replace Valenzuela as EPD chief. Valenzuela's new assignment was not announced.

Valenzuela's sacking came following the removal of Superintendent Raul Medina as Pasig police chief. Medina was replaced by his deputy, Superintendent Romeo Abaring as officer in charge.

The raid on the shabu market housing several illegal drug dens took place on February 10 at Sitio Mapayapa, which is at the back of the Pasig City Hall. It is near a police sub-station.

In a related development, Lomibao announced Tuesday the reassignment of eight police officers to various positions.

Chief Superintendent Gerardo Hilomen was designated as director of the Communication and Electronics Service while Chief Superintendent Rodolfo Mendoza was named deputy director for Investigation and Detective Management.

Senior Superintendent Van Luspo was assigned as director of Computer Service while Senior Superintendent Angelo Sungla was named director of the Maritime Group.

Lomibao said Senior Superintendent Federico Damatac Jr. is the new deputy director of the Health Service while Senior Superintendent Prudencio Regis has been designated executive officer of the Directorate for Logistics.

Senior Superintendent Yolanda Tanigue will be the new executive officer of the Directorate for Investigation and Detective Management, Lomibao said.

Internal affairs cop killed in attack in Pasig


Manila (DPA) - A police official was killed Wednesday by unidentified gunmen in a daring daylight attack in Manila, police said.

Senior Inspector Renato Marasigan, who investigated complaints against police officers, was attacked along a busy street in Pasig.

Chief Superintendent Charlemagne Alejandrino said Marasigan was aboard his van on the way to his office when the gunmen fired at him. Marasigan died on the spot.

Alejandrino said witnesses saw the gunmen board a minivan headed toward the nearby town of Pateros.

Investigators were trying to determine if the attack was related to Marasigan's work at the police Internal Affairs Service.

Rookie cop killed

A rookie policeman was stabbed and shot to death while he was arresting two suspected law offenders in Sta. Mesa, Manila last Monday night.

Police Officer 1 Randy Adovas, 29, detailed at the Regional Special Action Unit (RSAU) of the National Capital Region Police Office (NCRPO) at Camp Bagong Diwa in Bicutan, died at the Lourdes Hospital while undergoing treatment. He sustained multiple stab wounds and two gunshot wounds in the body.

One of the suspects, identified as Joseph Asilan, 35, was arrested by responding policemen. The other suspect managed to elude arrest.

Investigations conducted by SPO2 William Gondranios showed Adovas, who was in complete police uniform, arrested two men along V. Francisco street in Sta. Mesa for possession of deadly weapon.

While the cop was about to handcuff one of the suspects, the latter’s companion managed to draw a concealed fan knife and stabbed the surprised policeman. The victim tried to put up a fight but was overpowered by the two suspects.

One of the suspects grabbed the cop’s service firearm and shot the victim twice in the body.

The sound of gunfire attracted the patrolling policemen in the area, resulting in the apprehension of one of the suspects.

Police seized a bloodied 19-inch fan knife from the arrested suspect, while a slug and an empty cartridge from a caliber .9 mm were recovered at the scene.

Police are now hunting down the other suspect who also took the cop’s service firearm. – Nestor Etolle

Police: Pasig 'shabu market' a killing field too

A police anti-drug task force said Tuesday it will excavate a portion of the compound in Pasig where a "shabu market" was discovered two months ago following reports it was being used as a burial site for victims of summary executions by drug den maintainers, DZMM reported.

Director Marcelo Ele Jr., chief of the Anti-Illegal Drug Special Operation Task Force (AIDSOTF), said one of the police witnesses told them that a certain "Bernardo" was killed and buried inside the compound.

The official said informants told the police the man's body was buried at the compound's guardhouse.

The official added that they have already asked the help of the Philippine National Police Crime Laboratory for an excavation.

Police arrested 302 people at the 600-sqm compound on F. Soriano Street in Barangay Sto. Tomas when they raided the place on February 10.

The raiders seized P4 million worth of shabu, two pistols and sacks of drug-user equipment including tooters, aluminum foil and disposable lighters.

Police said 168 of the 302 people arrested tested positive for shabu.

Twenty-five policemen and barangay officials were sacked after the raid. Officials said the drug den was in a squatters’ area a few blocks from the Pasig City Hall, and that it charged "customers" P10 to P40 to be admitted to any of at least 50 cubicles.

On February 16 an anticrime watchdog and some senators took Pasig City Mayor Vicente Eusebio to task for demolishing the drug den and allegedly destroying evidence.

Rep. Robert Jaworski Jr. claimed that Eusebio was intimidating witnesses to stop them from testifying on the drug den.

Officials said three million Filipinos are hooked on drugs and that the trade in illegal drugs is a P300 billion "industry."

Now we can see evidence that some of our cops are directly involved in this billion dollar illegal trade that destroyed many of our youths being hooked to this rubbish that obviously a cancer to the society.

The easy cash generated from this trade can fill the coffers to feed the corrupt law enforcers. The ever increasing proliferation of this social ills raises the question on why the police or other law enforcement agencies were'nt able to control if not minimize it.

Or are we safe to say that this is one of the milking pot or goldmine concessioned by our law enforcers ?

Cops tag fellow cops 'shabu mart' protectors

The police Anti-Illegal Drugs Special Operations Task Force has identified policemen and other alleged backers of the "shabu supermarket" raided in Pasig in February, ANC reported.

Chief Inspector Dwight Monato, task force operations officer, declined to name the suspects. He, however, said six policemen, an officer from the Bureau of Fire Protection and two barangay watchmen were involved.

Testimonies from witnesses said two policemen would tip off drug dealers when a raid is going to be conducted. Three other officers collect money and act as bodyguards of the shabu market's owner.

The sixth policeman operates one of the drug den's stalls.

Monato did not say how the other suspects were involved.

The suspects will be charged with violating the Comprehensive Dangerous Drugs Act of 2002.

The raid conducted at the drug den in Barangay Santo Tomas on February 10 resulted in the arrests of dozens of suspected shabu (methamphetamine crystals) users, including several minors.

Shabu tiangge operator hiding in MILF enclave

The Philippine National Police (PNP) is asking the leadership of the Moro Islamic Liberation Front (MILF) to turn over to the government the operator of the "shabu tiangge" raided in Pasig City last February who is believed hiding in one of their enclaves in Lanao del Sur.

The suspect, Amim Imam Boratong, allegedly sought refuge in an MILF-controlled area after eluding arrest last month from combined elements of the Pasig City police, Marines and Special Action Force (SAF) out to serve his warrant of arrest in Pantar, Lanao del Sur.

Judge Abraham Borreta of the Pasig City Regional Trial Court Branch 154 issued the arrest warrant for Boratong and his wife, Sheryl, last July 11 for violation of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002.

Borreta recommended no bail for the Boratong couple.

"We have received intelligence reports that he would inaugurate his mansion worth millions of pesos in (Pantar) town so we tried to serve his arrest warrant, but he was able to escape," said Director Marcelo Ele Jr., commander of the police Anti-Illegal Drugs Special Operations Task Force (AIDSOTF).

Ele said Senior Superintendent Francisco Uyami Jr., Pasig City police chief, is set to make a formal request to the government and the MILF peace panels to turn over Boratong to their custody.

Police sources said Boratong’s first wife has a relative who is an MILF commander.

Ele, however, said he believes that the MILF would turn over Boratong to the government because it is against drug pushers, too.

To hasten the arrest of the Boratong couple, Interior and Local Government Secretary Ronaldo Puno has put up a P800,000 reward for their arrest.

"We strongly believe that the reward money will greatly help us (get custody of) the Boratong couple," Ele said.

He urged the public to get in touch with Uyami or the National Capital Regional Police Office (NCRPO) or send a text message to the PNP Text 2920 for any information on the Boratong couple’s whereabouts.

Ele led some 100 police operatives who swooped down on the shabu tiangge on Soriano street in Barangay Sto. Tomas, just a stone throw away from the Pasig City Hall, last Feb. 10.

Senior Superintendent Eduardo Acierto, AIDSOTF’s executive officer, said Boratong bought the 2,000-square-meter lot where he operated the shabu tiangge for P12 million.

More than 300 people were rounded up during the raid, including Sheryl, who later posted bail, Acierto said.

The raid led to the relief of ranking officials of the Eastern Police District, Pasig City police and local anti-illegal drug units.

Acierto said the Boratong couple went into hiding in Mindanao after Borreta issued their arrest warrant.

Gov't should confiscate this mansion as well as other assets that are associated with this druglords. With limited resources it would be hard for them to move around.
