Proposal PNP Internal Security Force (concept only).

The PNP-ISF is going to replace the AFP in conducting Internal Security Operations.
The AFP should instead start building up for External Security Operations.

PNP-ISF are jungle/rural conventional force and will prioritize police approach instead of military approach. Strictly observing rules and procedure, search, arrest and seizures, community based, human rights and an equal administrative case for non-observing the procedure. Law enforcer first, soldiers as secondary only.

They will be educated and trained to use modern equipment:
Micro camera and audio attached in helmet for evidence gathering.
Helmet, kevlar that the army hates to wear.
Gps for easy response for helicopter unit and backup.
Night vision for night operations.
Individual communication equipment.

Trained with similar Army combat tactics.
They will be accompanied by one or two SAF member.

2 types of unit

Field units - The ground law enforcements.
Office units - Managerial works, corporate, organization, operational strategy, evidence gathering, prosecution, warrants, community relations, it will be run efficiently similar to corporations rather than military organization. Civilian in nature.


Characteristics of Field unit:
Law enforcement, Modern, Combat trained.
Fast response, They will be like the ambulance and firefighter for Insurgency.
Using Mx-8t for troop transport instead of the typical suzuki and hilux transport.
Using technology more than their rifles.
Can be able to call on fast response backup, police helicopter, med evac and the AFP.
Similar to police procedure, call for notification or call for backup first before engaging.

Characteristics of Office unit:
Civilian, professional.
Keep in touch with the field units.
Any work behind the scenes.

Budget? take some for the AFP modernization relating Internal Security Operations.
Or much better if the government will approve on its own.

The one implementing internal security operations must be closely related to the community. And the community can complain or file cases on any wrong doings for the security persons without fear and hesitation.

Why rename the SAF?

But SAF is there already. Regional SAF or the RSAF concept will do.

The PNP-SAF is supposed to be with the PA
considering they are well trained heavily armed.
The SAF must be transferred to Sulu where their is
a shortage of police forces.
