Since modernizing all three branches of the armed forces to a *good* level at the same time seems to simply be beyond our financial capabilities - considering the BIG problem with corruption -, which branch would you think is most sensible to pour money into first?

I voted for the army. I believe that the war against the NPA and MILF and ASG is a big problem to economic stability. Furthermore, the war also drains the budget of the AFP and since the threat is there, it should have the priority of getting a response also.
Beef up the military by providing for adequate equipment for every soldier, purchase more armored vehicles, attack and transport helicopters and artillery pieces. It is also sensible to have night-attack-capabilities: do not give the rebels time to rest until they are altogether destroyed or diminished to a size that is not worth mentioning.
Once the war against the Reds and the Islamists is over, then the Government can start pouring money into to the PAF and PN.
