MANILA, Philippines—The United States’ Department of State on Wednesday announced a reward offer of $2.5 million for information leading to the location, arrest, or conviction of three Abu Sayyaf leaders.
The announcement, made by State Department spokesman Ian Kelly and released by the US embassy here, said a $1-million reward is being offered for Radullan Sahiron, another $1 million for Abdul Basit Usman, and $500,000 for Khair Mundos.

Sahiron was part of the May 2001 Dos Palmas kidnapping of three US citizens and 17 Filipinos. Several of the hostages, including US citizen Guillermo Sobero, were murdered in the aftermath of the abduction. Sahiron is believed to be hiding in southern Mindanao
“Sahiron continues to plot terror schemes that impact many communities in Mindanao. Because of his leadership position in the Abu Sayyaf Group, whose terrorist attacks have resulted in the deaths of US and Filipino citizens, US authorities consider Sahiron to be a threat to US and Filipino citizens and interests,” Kelly said.
The US official said Basit, who is believed to be hiding in central Mindanao, is a bomb-making expert with links to the Jemaah Islamiyah and Abu Sayyaf Group terrorist organizations.
On the other hand, the State Department spokesman said Mundos is a key leader and financier of the group, and is believed to be hiding in southern Mindanao.
Mundos was arrested in May 2004 on the first-ever money laundering charges against terrorists, but escaped in February 2007 from a provincial jail.
Kelly said Mundos’s arrest stemmed from an investigation initiated by US authorities in coordination with Philippine officials. Mundos confessed to having arranged the transfer of funds from al-Qaida to Abu Sayyaf Group leader Khadaffy Janjalani to be used in bombings and other criminal acts throughout the island of Mindanao.
He said the actions and leadership positions of the three Abu Sayyaf leaders make them a threat to US and Filipino citizens and interests.
According to the US embassy, since its inception in 1984, the Rewards for Justice Program has paid more than $80 million to more than 50 persons for information that prevented international terrorist attacks or helped bring to justice those involved in prior attacks.
