The Philipine National Police Academy by now has produced graduates since it's inception in the mid-eighties. Can anybody name some who at the moment holding key positions in the PNP the same as the former PCs who hold most of the key National, Regional and Provincial positions?

the fact is pnpa grads are still jostled out of the plum positions by pma grads...

don't know the logic behind this, i guess the high and mighty still believe military training makes for good police work...

APEC 1996. I was security director for the APEC Business Forum. We were securing more than 400 CEOs from different countries. Detailed on my staff were four 1996 PNPA graduates and several graduating PNPA seniors. I was totally impressed with their attitude, stability under pressure, and training. Had I not known they were PNPA graduates I would have gotten the impression they were PMA grads.

So now, it shows that this PNP set-up is a compartmentalized exercise. There is a wide difference between PNPA graduates and PMA graduates, although both are a four year course. The PNPA subjects teaches mostly police work and duties associated with Criminal Law and Criminal Procedures, while the PMA I suppose, deals mostly on military training with little in police work. I would'nt say that one is better than the other but I believe in the principle of suitability, appropriateness and equity.

How sad to know that the PNPA products are the underdogs in this new police set-up. So, I was right in my previous posts that the new PNP is highly dominated by the PC because the authors of the set-up were all high ranking former PC officers imbued by some ulterior motives to run the country's police, and these was realized, approved, and implemented by the then Pres. Fidel Ramos who was a former PC himself.

Bulaong is WPD Chief. I believe he is PNPA 81.

Bulaong is WPD Chief. I believe he is PNPA 81.

Tks a lot Pendy for the info I can now recall that he was one of first pionering graduates of the academy. :thumb:

Balais is the eldest among five children of Dimas B. Balais and Nora L. Damiling.

His brother — Dimas Jun Balais — is a member of the Philippine Military Academy (PMA) Mandala Class of 2006 who graduated last Saturday.

The Bagsay-Lahi Class of 2006 composed of 177 cadets — 157 men and 20 women — will graduate with a degree in Bachelor of Science in Public Safety.

3 Manila police officers eyed as new cop chief

Vice Mayor Danny Lacuna called yesterday for the appointment of a bonafide police officer who will succeed outgoing Manila Police District (MPD) Chief Director Pedro Bulaong, who is scheduled to retire next month.

Several names have cropped up but Lacuna has recommended a police officer from the city as candidate for the next MPD chief.

At a breakfast forum, Lacuna is proposing Police Senior Superintendent Danilo Abersoza, MPD deputy director for operations, as the next MPD chief, based on his experience in service.

Lacuna said that the appointment of the next MPD chief must be based on merit and familiarity on his area of jurisdiction. It should not be based on political accommodations or kinship, he added.

Manila Mayor Lito Atienza, will appoint the next MPD chief, but it is unlikely that he would name Lacuna's candidate.

Atienza and Lacuna are bitter political rivals.

Other candidates being considered to replace Bulaong are Police Senior Supt. Elmer Jamias and Police Senior Supt. Gil de Castro.

Some of the Manila Police chiefs who were cited for their heroism and excellence in service include MGen Alfredo Lim (1986-1989), BGen Vicente Vinarao and Col. Robert Barbers, who later became senator.

Following his retirement, Bulaong is also being considered as director of the National Bureau of Investigation (NBI)

But unconfirmed reports also said that Bulaong may run in the 2007 mayoral seat.

There are also speculations that Bulaong may be assigned as head of the Bureau of Immigration and Deportation.

It may take another 20 years before all the PMAers in the PNP retires assuming everyone would reach the mandatory retirement age of 56, last PMA batch to join the PNP is class 1992 with 8 cadets I think.

Four top cops vying for Bulaong position

Manila Mayor Lito Atienza hinted yesterday that four police officers are vying for the position to be vacated by Chief Superintendent Pedro Bulaong who is slated to retire as director of the Manila Police District (MPD) on August 1.

Atienza, who has the prerogative to appoint his chief of police under the law, however, refused to disclose his choice of a successor to Bulaong.

"I have not made any decision who will I choose to be my chief of police for the approval of President Arroyo. The announcement on the next MPD chief will be made before the month ends," Atienza said.

Last July 20, Bulaong endorsed his deputy for administration, Senior Superintendent Danilo Abarzosa, to take over his post upon his retirement.

Vice Mayor Danilo Lacuna likewise called for the appointment of Abarzosa, who has served in the police force for 26 years.

Besides Abarzosa, the other officers being considered to replace Bulaong are Philippine Military Academy officials Senior Superintendents Roberto Rosales and Nilo de la Cruz. Senior Superintendent Elmer Jamias, an alumnus of Philippine National Police Academy and an organic Manila policeman, is also in the running for the MPD top position. (Raymund F. Antonio)

A PNPA product should in my view head the premier police outfit which is the MPD. Anybody coming from a military institution should be the second choice in case impediments arises on the appropriate candidate, otherwise I may consider PNPA as a second class institution and it's product are second class prospects in the field of law enforcement.

Panlilio bares choice for top Pampanga police post

CAMP OLIVAS, Pampanga - Senior Superintendent Sonny Cunanan is the top pick of Pampanga Gov. Eddie Panlilio to lead the Provincial Police Office.

This developed after the National Police Commission (Napolcom) submitted to Panlilio a shortlist of qualified police officers aspiring the top Pampanga police post.

Among the candidates include Cunanan, Senior Superintendent George Gaddi and Senior Superintendent Danilo Bautista. All aspirants are products of the Philippine National Police Academy.

Cunanan and Gaddi are currently assigned at the Headquarters Service Group in Central Luzon police headquarters while Bautista is the head of the Human Resources and Doctrine Division.

A copy of the Napolcom resolution had been sent to Panlilio for him to choose among the recommendees and apparently the governor picked Cunanan in an officer-in-charge capacity "while the transfer of Senior Superintendent Keith Singian, acting police director, is being worked out."

Meanwhile, Panlilio wrote a letter to national police chief Director-General Jesus Verzosa informing the latter of his choice.

"Panlillio is requesting the immediate relief of Singian," a press statement sent to reporters said.

A friend of mine graduated
in the PNPA class 2006,but i don't know where he is
working right now.
The PNPA must also have commands
in :fire: Regional Mobile Groups to improve
nationwide crime prevention.
