Maj. Gen. Leo Joggy Fojas used to be the Division Commander of the 10th ID, he just retried as the commander of the NCR Command. Early this year he issued a press statement that they already know who the terrorist are, where they are and they are MONITORING them.

What do you do if you identified the terorrists? Would you just monitor them?
