Psycho Serial Killer in Rizal aka Dennis Garcia Posted by: Noemi in Current Affairs
Psycho killer in Rizal on the loose? I didn’t really think much about it until …Diding, our household helper arrived home after walking the dog. Her worried look was painted all over her face. Maam, is it true there is a psycho killer? While walking the dog at around 6:00 PM, a concerned neighbor urged her to go back home because it was getting dark. Diding laughed. The neighbor berated her and added Don’t say I didn’t warn you about the serial killer. There are eight of them now. Earlier, I recalled stumbling on this blog entry, Psycho Killer in Rizal Scare Be Aware but the source of the news were all based on blog entries. I placated Diding’s fears and promised to gather some facts first. Doing a search on Psycho Killer in Rizal yielded so many versions of the serial killer. You will be amazed at the description of this killer.
1. His name is Dennis Garcia; 2. He victimized girls just because his wife fooled him. As revenge, he raped girls, some people said he removed one breast, ate it, threw acid to the victims face before raping. He is like Hannibal. 3. He was said to have raped a girl, cut off one of her breasts and ate it, inserted something inside the girl’s privates and completely mutilated her face; 4. He kills both male and female. 5. He’s from Tanay, Rizal and he’s rumored to be a deadly one.. travelling by night.. he knocks on doors of his prospects and if denied entry.. he forces his way INSIDE. 6. He is bald, fat, has Chinese eyes, wears wigs all the time. 7. Big muscle physique… Black belter.. jungle survivor.. expert in hand to hand combat and gun combat.. and armed with a psycho’s mind. he’s definitely deadly. 8. He was last seen in Delapaz St. Caniogan Pasig City last night at 3:00 am.. knocking on a victim’s doorstep. 9. They said he once pretend to be a tricycle driver at Village East and murdered so many people. He is now (they said) at Greenpark Cainta or Vista Verde, or Green Park Pasig. 10. Two days ago (February 16) he victimized another lady.. the innocent young lady is a high school student in one of the public high school here in lower antipolo… he raped the victim and cut off her 2 breast as one of his trade mark here… 11. also last night he was seen here roaming around in the middle of the night.. but this guy is hard to capture… 12. the local police here told the community that this guy has a group but their identity is unknown… 13. He looks like Julius Babao Ugh, the serial killer is near my house! All the blog entries screamed of this serial killer moving from Rizal, to Marikina, Cainta then Pasig City. Naturally, that freaked me out because I live quite close to the Pasig City, Cainta, Marikina vicinity. But is it true? if true, how much of it is based on hard evidence?
Maganda nga yung babae, maputi at medyo balingkinbitan.
So ayan.
****
Then take it from there.

First, it has to be established that the name Dennis Garcia has an existing personality thereby his personal details can be established. Then if he ever existed and his criminal past been established, compilation of all the Rape with Homicide cases be colated for comparative purposes whether the pattern of the crimes are similar to what he was booked, investigated, arrested, or convicted down to that level of his criminal history to achieve a strong link.
Then the police would monitor all cases of similar pattern and create a task force to bag these predator.
It cannot be discounted that there could be genuine incidents attributed to this man who might be an imaginary character created by bloggers to strir and alarm the public who might be the genuine suspects to divert the attention of the authorities in order to mislead any investigation. The case would not have exploded this big if not for the real cases that started the flare.
Or, they may have been similar cases done by other crimiunals but havent been solved up to this point.
The matter is, with or without the main character in this tale, ...
... THERE ARE SIMILAR PSYCHLOGICALLY-DERANGED PEOPLE OUT THERE WAITING FOR THE OPPORTUNITY TO GET THEIR HANDS ON THEIR NEW VICTIMS.
A lot of people are mentally sick. That's the problem. The proliferation of porno materials have ignited the fire deep within them.
If these people cant control it, that fire will consume them even before they get to hell for the unending toasting finale.
In fact in my relative's neighborhood in Antipolo, a similar attack happened. I even talked to the victim to verify the case. The victim is a pretty young wife. Fortunately, she was lucky enough to escape possible rape and death.

I'd venture to say that He's probably back in the province somewhere hence where he came from. The cops there are oblivious to his situation cause there is no information sharing and no link of communications currently available to the law enforcement agencies
.... which implies the lack of effort by the POLICE to solve the case.

He said that in a certain area in upper Antipolo the people organized a team of volunteers who will patrol their community.
One night the group chanced upon 3 men. They asked them where they were going and why they were there when it's already dark.
The 3 failed to give them a reasonable answer.
The group then ganged- up on them and beat them to death.
They even skinned their feet and told the 3 guys;
" .... KUNG KAYA NIYO MAGKATAY AY MARUNONG DIN KAMI".
One of the victims of the feared serial-killer got mutilated. Her nipples were cut off, her genital organ was slashed (pero ang pagkasabi ay tinanggal), limbs were cut off as well.
These prompted the people to take the law into their hands since the cops couldnt do anything about it.
In fact, the cops still deny there is such a serial-killer.
My friend added that the case failed to gain momentum since noone from the community wanted to stand as witness.
The 3 were found to be ex-military, as he told.

There lies a big question on who were those individual volunteers who patrol the community. Were they among those respectable residents of that community ? By a mere fact that the three suspicious individuals were not able to answer their questions properly cannot even hold the slightest justification to manhandle them let alone killing them.
Based on the facts of the story, there was not even a simple act of provocation to warrant the killing. And they have no single proof to maintain that those three were responsible for the alleged rape and murder. Now, instead of patroling the community for a good cause, they will face the consequences of being charged for multiple murder which involves capital punishment.
If those neighborhood watch were genuine law-abiding and responsible citizens of the said community, that hasty violent decision is highly far from the possibility to happen. They could have just restrained the trio and call the police to handle the investigation rather than putting the law into their own hands that would result to a disastrous consequences.
Crime cannot be deterred by crime itself.

The killings have been going on for too long and the cops couldnt solve it. In fact the cops like the Pasig Police Chief denied such story.
You see?
Instead of doing enough to solve the case they simply turn a blind eye.
They cannot count on the cops to patrol every barrangay effectively.
Put yourself into their shoe. Would you still hold on to the position of waiting helplessly until the cops solve it .. AND WHILE YOUR LOVE ONES ARE BEING SLAUGHTERED LIKE PIGS?
In the first place, the 3 WANDERERS WERE STUPID (if in case they failed to answer the patrolling neighbors right). Why did they not answer where they were supposed to go so the people would know that they mean no harm?
As for me I support the effort in killing these bastards.
Bottomline is, AS LONG AS THE PNP REMAINS INEFFECTIVE IN SOLVING A GRUESOME CRIME, THEN IT IS OUR DUTY TO HELP THE PUBLIC SOLVE IT.
The death of the 3 can be blamed on the failure of the cops to secure the community enough that should have convinced the people that THEY CAN RELY ON OUR COPS AND THAT THE RULE OF LAW WILL SAVE THEM.
Simply put it,. IF THE COPS CANNOT SOLVE IT .. IT IS OUR DUTY TO UPHOLD JUSTICE AND SAVE OUR COMMUNITY.
BTW, the caps and bold arent meant for you, TOPP. That's for the authorities, so they would understand.

Flipzi, the issue is not on whether there were killings. Because if there has been and it kept on going unabated, it is the problem of the the law enforcement agencies. And if there were concerned citizen who voluntered to patrol the community, they are not designed to kill. They are there to help protect the community in a civilian perspective.
If you would ask me if I would be on the shoes of the families of the victim of the alleged rape & murder, My answer is.. - I would not transform myself into a self-made criminal just to avenge and kill innocent people. How foolish am I to be behind bars while the killer/killers is still not even identified and scot free. Glancing on the incident in question, there was not a single proof or evidence that the three victims were connected to even a known crime. How could anybody reconcile this tragic incident with the proper norms of crime solving be it civilian or police?
The same question will be ask back to you, if you were the family of the three dead individuals who were violently murdered for nothing, how would you feel ?
It is indeed our duty as a law-abiding citizen to help the authorities and to uphold the law. The question is; Is killing innocent people for community sake or whatever sake, helping you solve a crime or, is this your way of upholding the law ? I ask so, because you support the murder of the three innocent people.

Your approach balances the needed strategy in defeating such crimes.
Nonetheless, you still cant blame the people, outraged by the unsolved cases of murder whose victims were helpless women and teens, from taking drastic actions.
It's easy to say that we just let the law and the cops do the job when you are living in a near perfect community like in rich countries who can afford sending cops deep down every deadends in the city streets and who can compel highly trained detectives to run after the criminals.
In our country, the cops often come late and not all barranggay enjoy a sense of security afforded by a well-manned and well-prepared cops from the community police precints like in rich countries or like in Makati.
It is easy to say that we should let the cops do their job when we live in an exclusive village guarded by armed private security personnel 24 hours a day, 7 days a week, and all the modern technologies in security.
But when you live outside of those secured zones, it's a very different scenario.
Believe me, life is cheap in most areas in Metro Manila. I know people who have killed and injured people but remained walking free becuase the victims have no money and the cops dont bother to go deeper.
Many teens, women alike have been killed by cellfone snatchers in Metro Manila and the most of the cases remained unsolved.
I've seen people getting killed in petty differences.
People even get killed just because of a cigarette that only cost 50 centavos.
You see, fellows? Life is different in most communities in our country.
Look at the victims of rape and killings? How many cases have remained unsolved?
In our scenario, some police chiefs are even stupid. Instead of doing something to check on the reported serial killing they merely say it's just among the cheap urban legends going around or so.
This is the reason why the people in these communities burdened by the presence of this serial-killer decided to take action.
You can not blame them.
They'd rather break the law and SAVE THEIR FAMILIES. Than wait until the cops do their job,.... if in case they'd do. But as you see, the chief just said, it's nothing. Tell that to the relatives of the victims. Baka pati yung police chief pinatay nila.
I would do the same as well lalo na kung kamag-anak ko or kaibigan ko na matalik yung nabiktima.
What's so sacred about the law anyway when robbers in the seats of power in our own country simply get free despite robbing us billions of pesos?
The heart of the matter here is that ....
THE PEOPLE WOULD BE COMPELLED TO TAKE THE LAW INTO THEIR HANDS WHENEVER THEY FEEL THAT THOSE WHO SHOULD BE WORKING ON THIS AREN'T DOING ENOUGH.. OR NOT DOING ANYTHING AT ALL.
If the PNP wants to see a community who fully depends on the cops for their security, then the PNP should show them that they can be relied upon no matter if you have money or nothing at all.
The case is like the NPA rebellion. As long as they arent satisfied with the efforts of the government then they would eventually be compelled to take drastic actions to defeat that neglect and protect their rights to survive.

As for the 3 men, it's their fault. They were asked why they were there and where they were going.
But they failed to give a believable answer.
Assuming one of them was too dumb to give a reasonable answer, the other two could have saved them.
But all three failed to give a simple answer, despite being ex-military. Meaning they were at least high school graduates who understood simple questions.
They were simply asking where they were heading. Yet they failed to answer correctly.
So, the people suspected that it was really them.
